A Step Toward E-Governance: SangguniApp Now an Official Platform

SangguniApp, the official digital platform of the Sangguniang Panlungsod of Olongapo, has been institutionalized through the approval of Ordinance No. 10, Series of 2026 or the “Olongapo City Sangguniang Panlungsod Official Digital Platform Access Ordinance Of 2026.” This landmark legislation, authored and sponsored by City Councilor Benjamin G. Cajudo II, was approved during the 12th Regular Session of the Sanggunian on March 23, 2026.

The ordinance declares the application as the official digital platform of the Sanggunian, identifying its management and operation, composition of the technical management team, funding and appropriations, internal operation procedures, and the continuity of SangguniApp services. This is in response to the growing importance of digital platforms in accessing public information, further promoting transparency, accessibility, people participation, and responsiveness of the Sanggunian.

The ordinance also emphasized the institutional stability, data integrity, and non-partisan nature of the application, highlighting that the SangguniApp will remain fully independent of changes in leadership, and that it will adhere to existing relevant laws such as the Data Privacy Act of 2012 (RA 10173), Cybercrime Prevention Act of 2012 (RA 10175), Electronic Commerce Act of 2000 (RA 8792), among others. Technological updates will also be continuously observed.

Councilor Cajudo, in his privilege speech, emphasized the importance of the information being accessible, timely, and understandable specially in the digital age. The SangguniApp, he shared, brings the work of the legislative body closer to the people; thus, builds greater public trust. “By institutionalizing SangguniApp, we ensure its sustainability, proper management, data security, and continuous improvement beyond political terms and administration. We transform a good initiative into a permanent public service. This ordinance reflects our commitment to modern, innovative, and people-centered governance aligned with our vision to progressive and responsive Olongapo City,” he concluded.

A related legislative measure, Resolution No. 66, Series of 2026 authorizing City Mayor Rolen C. Paulino, Jr., on behalf of the Sangguniang Panlungsod, to enter into a Deed of Donation of the “SangguniApp Software” from Demograpo, Inc., represented by Chief Executive Officer Aunell Ross Angcos, and Chief Technology (CTO) Justine Romero” was also approved during the 11th Regular Session of the Sanggunian on March 16, 2026.

Launched in January 28, 2026, the SangguniApp provides the public with legislative information, public advisories, and official communications of the Sanggunian. It is currently accessible via gapo.app on the web, and will soon be available for download on iOS and Android platforms.
