Council OKs Resolution for MOA on Free Funeral and Burial Services for Indigents
With an aim to promote social welfare and ensuring that basic services are accessible to all its constituents particularly the underprivileged, the Sangguniang Panlungsod of Olongapo has unanimously approved Resolution No. 68, Series of 2026, authorizing City Mayor Rolen C. Paulino, Jr. to enter into a Memorandum of Agreement (MOA) with several funeral service providers for the provision of free funeral and burial services to indigent residents during its 12th Regular Session on March 23, 2026.
Authored and sponsored by City Councilor Ermelando N. Anonat, the resolution grants the City Mayor the authority to sign an agreement with six funeral homes to deliver these essential funeral and burial services: Flores Memorial Services, Dalluay Memorial Services, BMCS Memorial Chapel, St. Martin's Memorial Home, St. Thaddeus Star Funeral Home, and Funeraria Baluyot. The said services, including embalming, provision of standard casket, flowers, arrangement of venue, service for a maximum of seven-day wake, and interment service within the city amounts to ₱13,200 and will be provided free of charge to qualified indigent residents.
The family of the deceased will also be given an option to avail either funeral or cremation services. Furthermore, specific conditions are set specifically for the size of the casket, place of wake and interment, among others.
Requirements to avail the said services include death certificate and Certificate of Indigency, which are to be submitted at the Special Programs and Services Office.
