Olongapo City Council Claims Back-to-Back Regional Victory in 2025 Local Legislative Awards
LAPU-LAPU CITY, CEBU —The Sangguniang Panlungsod of Olongapo was declared as the Regional Winner in the 2025 Local Legislative Award under the Highly Urbanized City (HUC) Category for the second time in a row. The award was conferred upon the Members of the Sanggunian during the 4th Quarter Continuing Local Legislative Education Program (CLLEP) of the Philippine Councilors League (PCL) last December 1, 2025 at J Parks Island Resort and Waterpark in Lapu-Lapu City.
SP Olongapo was recognized for its significant accomplishment in local legislation for the Legislative Term 2022-2025, that ultimately contributed to the attainment of desirable socio-economic and environmental management outcomes.
The award was also previously won by the Sanggunian for its work during the Legislative Term 2019-2022. Both terms were under the leadership of former City Vice Mayor Aquilino Y. Cortez, Jr., and the following former and current officials: former City Councilor and current Vice Mayor Kaye Ann S. Legaspi, Former City Councilors Jerome Michael S. Bacay, Sarah Lugerna F. Lipumano-Garcia, Gina Gulanes-Perez, and Rodel S. Cerezo; former Liga ng mga Barangay President Randy C. Sionzon, former Sangguniang Kabataan Federation President Rodman A. Barroga, former Indigenous Peoples Mandatory Representative Nestorio D. Pablo, and current City Councilors Cristabelle Marie C. Paulino, Jamiel Jules K. Escalona, Ermelando N. Anonat, Rodolfo S. Catologan, Vicente H. Magsaysay II, Liga ng mga Barangay President Priscilla B. Ponge, Sangguniang Kabataan Federation President Yzyra Marie E. Hernandez, and Indigenous Peoples Mandatory Representative Barry B. Esteban.
Launched in 2006 by the Philippine Councilors League and the Department of the Interior and Local Government, the Local Legislative Award is the highest honor for lawmaking bodies. It evaluates city and municipal Sanggunians based on their effectiveness, the quality of their legislative docket, and their ability to build a foundation for meaningful local administration and development.
