Olongapo City Council Sets 2025–2028 Legislative Roadmap
The Sangguniang Panlungsod (SP) of Olongapo has officially charted its course for the current term following a comprehensive Legislative Agenda Formulation and Strategic Planning Workshop held from November 25–27, 2025, at the Caliraya Resort Club, Lumban, Laguna.
Facilitated by DILG Olongapo City Director Zotico Gerson Villanueva, Jr., the three-day activity brought together Sangguniang Panlungsod members and legislative staff who were tasked with identifying pressing issues and proposing specific legislative actions and timelines based on the following sectors: economic, social, environment, infrastructure, and institutional development.
To ensure the Legislative Agenda is both visionary and practical, the proposed measures were based on established frameworks, including the Comprehensive Development Plan (CDP), the Philippine Development Plan (PDP), and the United Nations’ Sustainable Development Goals (SDGs).
A significant portion of the proposed agenda was informed by the results of the TalaSanggunians, the Council’s multisectoral consultation initiative. This ensures that the proposed laws directly address the feedback and needs gathered from Olongapo’s various grassroots sectors, city departments, and offices.
The Legislative Agenda is the second element of the Executive-Legislative Agenda (ELA), which must be aligned with the long-term development goals of the city government’s executive branch. The consolidated output presented during the activity, once finalized, will be adopted through a legislative measure during a regular session of the Sangguniang Panlungsod, serving as the city’s policy roadmap for the next three years.
