Olongapo Empowers Youth Leaders: SP Passes Landmark Ordinances on Disaster Resilience and Good Governance

OLONGAPO CITY — The Sangguniang Panlungsod has officially opened new doors for youth participation in local governance. During back-to-back regular sessions this February, the Council approved two landmark legislations authored by SK Panlungsod na Pederasyon President Yzyra Marie E. Hernandez, focusing on disaster readiness and administrative excellence.

Kabataan sa Kahandaan at Katatagan Program (Ordinance No. 5, Series of 2026)

Approved on February 16, 2026, this ordinance institutionalizes the Kabataan sa Kahandaan at Katatagan Program (KKKP), a sustainable platform for youth-led disaster risk reduction and climate change adaptation initiatives.

"This will empower a generation of young leaders who will stand up when it matters most," Councilor Hernandez stated during her privilege speech. The ordinance mandates semestral DRRM trainings across all 17 barangays and introduces the Incentive Award for Outstanding Youth DRRM Innovation to encourage creative solutions in community resilience.

The Seal of Good Youth Governance (Ordinance No. 6, Series of 2026)

Following closely on February 23, 2026, the Sanggunian passed the SGYG Ordinance, a measure aimed at promoting transparency and accountability among youth leaders.

The ordinance establishes a Performance Assessment Team (PAT) to evaluate youth organizations based on their excellence in service. High-performing groups can earn Platinum, Gold, Silver, or Bronze seals, each coming with cash incentives for future youth development initiatives. The program also introduces the Gawad Kampeon ng Kabataang Olongapeño, the highest honor for a registered Youth Governance Institution.

By passing these measures, the Sangguniang Panlungsod reaffirms its commitment to nurturing a culture of "Good Governance" that starts with the leaders of tomorrow.
