Sanggunian Approves MOA Strengthening Support Services for OFWs

Recognizing the significant contribution of the Overseas Filipino Workers (OFWs) and echoing the goal of the national government to help them succeed in life, the Sanggunian has unanimously approved Resolution No. 123 during its 22nd Regular Session on June 1, 2026.

The legislative measure, authored and Sponsored by Councilor Vicente H. Magsaysay II, authorizes the City Mayor to sign an agreement with government agencies including the Department of Migrant Workers (DMW), Overseas Workers Welfare Administration (OWWA), Department of Labor and Employment (DOLE), Technical Education and Skills Development Authority (TESDA), and OFW Hospital to strengthen the delivery of programs and services for OFWs and their families.

Councilor Magsaysay explained that the agreement will, in partnership with the national government agencies, enable the local government to develop a unified framework for the delivery of services to the OFWs. Atty. Leo Nekko A. Romero, Migrant Workers Protection Attorney III from the DMW Regional Office III, stated that this would mean a full-cycle approach to migration governance.

Through the agreement, the local government will provide space for an OFW helpdesk, coordinate with the DMW, and work closely with the national agencies to have access to public information boards for advocacy and campaign dissemination. This is expected to aid in easier government to government recruitment, curb illegal recruitment, help develop a referral mechanism to the OFW hospital in San Fernando, Pampanga (including dependents) and establish framework for OFWs to assist in repatriation and reintegration to community.
