Sign Language Breaks Ground in SP Proceedings

The Sangguniang Panlungsod of Olongapo, under the leadership of Vice Mayor Kaye Ann S. Legaspi, has officially started the integration of a Sign Language Interpreter into its legislative proceedings, a move that was first broadcast to the public during its Third Regular Session held on July 21, 2025.

The initiative aims to break the communication barrier between the local government and constituents with speech and hearing impairments, ensuring that the city's legislative process is truly participative and accessible to all.

In coordination with the Persons with Disabilities Affairs Office (PDAO), the Sangguniang Panlungsod tapped experienced sign language interpreters from respected advocacy groups: the Federation of Differently-Abled Persons Zambales, Inc. (FODAPZI) under the leadership of Ms. Emilia Sanchez and International Children’s Advocate, Inc. headed by Ms. Araceli Menor.
