SP Institutionalizes City Blood Council
With the need to ensure steady and adequate blood supply and products in the city and the institutionalization of a sustainable blood donation program, the Sangguniang Panlungsod has unanimously approved Ordinance No. 13, known as the Olongapo City Blood Council of 2026. The measure was unanimously approved on Third Reading during the 19th Regular Session on May 11, 2026.
In his sponsorship speech, proponent Councilor Benjamin Cajudo II stated that the ordinance is “simple in purpose yet critical in impact to save lives.” He added that institutionalizing the Blood Council will ensure “that our city has a safe, adequate and sustainable blood supply at all times.”
The Ordinance stipulates the creation of the Council, which shall ensure the following: promotion of voluntary blood donation; adequate, safe, affordable, and equitable distribution of blood and blood products; mobilization of the community to participate in programs and activities related to voluntary and non-profit collection of blood; dissemination of information regarding the benefits of and the need for voluntary blood donation to curb hazards caused by commercial sale of blood; promotion of education programs related to blood donation; and safety of all activities related to the collection, processing, and storage of blood and blood products within the city. In addition, the legislative measure also specifies the composition of the Council and the Executive Board, their functions, duties, and responsibilities, action plan, and source of funding, among others.
The Ordinance shall take effect 15 days after its approval, and after posting and publication of the same.
